Bedford Dwellings under construction he development was located on the crest of a ridge in the Upper Hill District neighborhood of Pittsburgh in an area bounded by Kirkpatrick and Watt Streets, and Bedford Avenue and Bigelow Boulevard. Construction on the units started in December 1938. The project was to contain 420 units on slightly more than 18 acres.
